Infrastructure and the Impact of CPEC

Abstract

The China-Pakistan Economic Corridor (CPEC) is a significant project that will be used to reform the infrastructure in Pakistan and enhance its economic development and foreign direct investment (FDI). This qualitative study focuses on the impacts of CPEC, based on the modernization and dependency theories. It considers five dimensions, such as generation of power, transport, FDI trends, socio-economic impacts, and urban-rural divide. The 15 semi-structured interviews with the policy makers, infrastructure experts, and community stakeholders, and the analysis of documents were conducted, and the information was thematically analysed, revealing the trends and connections to the theories. The results indicate that CPEC has improved the energy and transport system to boost the industrial manufacturing, integration into the market, and socio-economic development. FDI has enhanced infrastructure and technology spread yet has resulted in dependency on outside capital investment and less local ownership. This leads to inequalities since the rural regions are underprivileged relative to the urban regions. Modernization theory describes the development through infrastructure, but dependency theory focuses on structural inequalities and dependency on foreign countries. The paper presents effective recommendations to the policy makers, such as building inclusive infrastructure, sustainable energy and power management, equitable FDI policies, and rural development. It offers a balanced view regarding the influence of mega-projects in the developing world based on empirical findings given in interviews and documents analysed according to theory and offers a recommendation on how to maximize the developmental value of CPEC and how to handle dependency problems.
